Liaoning issued air pollutant emission standards for magnesium refractory industry

Recently, it was learned from a press conference held by the Information Office of the Liaoning Provincial Government that Liaoning Province enjoys unique advantages in magnesite resources, with proven reserves accounting for 85.8% of the country's total and 20% of the world's. In order to promote the transformation and upgrading of the magnesium industry, energy conservation and emission reduction, achieve high-end, large-scale and intensive development, and promote the construction of ecological civilization, the Liaoning Provincial Government recently approved the release and implementation of the "Emission Standard for Air Contamination of Magnesium Refractory Industry" (hereinafter referred to as the "Standard"), which has been listed as a mandatory local standard.

In accordance with the relevant provisions and the comprehensive consideration of the actual situation in our province of the impact of air pollutants produced in the production process of magnesium refractories on human health and damage to the ecological environment, this "standard" is listed as a compulsory local standard of liaoningprovince, and all relevant units and individuals must be enforced. Any violation of this standard will be punished by relevant administrative authorities in accordance with the law. If the circumstances are serious, they will be transferred to judicial organs for criminal responsibility.

It is understood that magnesium refractory materials are the basic raw materials required by high temperature industries such as steel, cement and non-ferrous metals. It is a resource advantage industry in Liaoning Province and has an important position in the world. Therefore, although the magnesium industry is a small industry, it is relatively important.

In recent decades, the magnesium industry has developed rapidly. There are more than 800 magnesia refractory production enterprises in Liaoning Province, including nearly 2000 light-fired reflecting kilns, 400 re-fired magnesia kilns, 200 medium-grade and high-purity magnesia kilns, 1,100 electric furnaces and 100 high-temperature tunnel kilns. Most of the enterprises are small in scale, with low level of technology and equipment, low production efficiency and serious environmental pollution.

Zhao Hengxin, deputy director of the Liaoning Provincial Department of Environmental Protection, said that previously, there was no specific national or local air pollutant emission standard for the magnesian-based refractory industry. The national Air Pollutant Emission Standard for Industrial Stoves (GB9078-1996) and Comprehensive Air Pollutant Emission Standard (GB16297-1996) are implemented in the production of magnesium refractory materials in Liaoning Province. However, due to the lack of specific industry and incomplete indicators, the environmental management and law enforcement needs of magnesium industry cannot be fully met.

In July 2017, central environmental protection inspectors reported that the magnesium industry in Liaoning province was causing serious ecological damage and environmental pollution, so the development and implementation of new standards were imperative.

After a period of 10 months of detailed investigation, strict argumentation and extensive solicitation of opinions, our province has completed the compilation of "magnesium refractories industrial air pollutant emission standards". It was reviewed by the Ministry of Environmental Protection and approved by the provincial government and officially released on August 9, 2018.

The Standard consists of seven parts: preface, scope, normative citation documents, terms and definitions, requirements for the emission control of air pollutants, requirements for the monitoring of air pollutants, implementation and supervision.

According to Zhao Hengxin, the standard stipulates the emission limits of particulate matter, sulfur dioxide and nitrogen oxides, monitoring and monitoring requirements, as well as the implementation and supervision of relevant regulations for the industrial production enterprises or production facilities of magnesium refractory materials. "Standard" is suitable for magnesia refractory in the administrative areas of liaoning province industrial enterprise management, emission of air pollutants and magnesia refractories industrial construction project environmental impact assessment, environmental protection facilities design, environmental protection project completion acceptance, emission permits issued and emission of air pollutants after the production management. The standard does not apply to the management of air pollutant emission during the mining of raw materials and auxiliary materials in magnesium refractory industry and the process of mineral dressing.

Zhao Hengxin said, "standard" will be the execution of time division. Organized emission (i.e., smokestack emission) limits for existing enterprises will be divided into two periods of pollution control. In the first phase, from January 1, 2019 to December 31, 2020, existing enterprises will implement "limits for the emission concentration of air pollutants by existing enterprises". In the second phase, existing enterprises will be subject to stricter limits on the concentration of air pollutants emitted by new enterprises from January 1, 2021. In addition, the newly-built enterprises, namely the construction projects of magnesium refractory industrial facilities that have been approved by the environmental impact assessment documents since the implementation of this standard, will be implemented according to the standard of "limit of emission concentration of air pollutants for newly-built enterprises" from January 1, 2019.

The unorganized emission (i.e., smokestack free emission) limit requirements are not time-specific for all enterprises, and the "unorganized emission concentration limit for particulate matter at plant boundaries" will be implemented from 1 January 2019.

Zhao Hengxin said that the introduction of the "standard" for magnesium products enterprises to upgrade production equipment and technical transformation provides a clear direction, for pollution control technology screening and facility construction put forward higher requirements, improve the level of pollution control, will significantly reduce pollutant emissions; To promote the restructuring and optimization of the layout of the magnesium industry, through the survival of the fittest, the large and the small, intensive development, better give play to the advantages of characteristic resources of Liaoning Province and effective use, and gradually reverse the adverse situation of extensive development, disorderly development, and low-level competition in the past.
